What doesn't constitute a lead story

Last week, reports the Mail & Guardian Online, US presenter Mika Brzezinski of MSNBC's Morning Joe programme refused to lead with the Paris Hilton release from jail story, first apologising for the story, then trying to set it alight and then finally shredding it.
